Training and education: Diversified training together with adult education Required by the personnel regulations of the Taiwan government, the NCSI is in charge the following types of training:

Orientation programs for new-entry staffs: after passing an open, competitive qualifying exam, new staffs must undergo the orientation program at the NCSI to ensure their command of basic concepts essential to civil servants, principles of morality and personal integrity, proper attitudes toward service, and skills in administrative procedure. |

Management development programs for managers: Taiwan's civil service is organized from bottom to top in a three-tier hierarchy: the operations level, the management level, and the strategic level. To be promoted from the operations level to the management level, a civil servant must undergo a five-week term of management development program and pass an assessment in order to qualify for future promotion. |

Executive development programs for Policy-designer: management- level staff must undergo this four-week course of training and pass an assessment to qualify for promotion to strategic-level. |

Political neutrality training: all civil servants must attend this training to ensure they enforce and implement their responsibilities legally and justly, and restrict their political activities in compliance with regulations, thus establishing a foundation in Taiwan for the continued development of party politics in a democratic society. |

Lifelong learning: NACS utilizes on-line learning through the NACS e-college for public officials (http://ecollege.ncsi.gov.tw) provides a series of educational activities such as a book-of-the-month reading group, offering a platform for varied, lifelong education and leading the campaign in the society for adult education.
