Nurture and Cultivation
Realize the in-service target and focus on continuous learning .


The primary objective of NCSI is to ensure the quality of civil servants by fulfilling their potential and wisdom through incessant training and retraining.

These are the major objectives:

1. Give training in basic KSAs: It is aimed to provide the newly recruited civil servants with the knowledge, skills, and abilities in hope that they can live up to the requirements of civil service and acquire the qualifications for formal employment.

2. Develop administrative abilities: It is intended to equip the senior employees with the better administrative abilities so that they are qualified for promotion.

3. Fulfill the spirit of neutrality: It is designed to cultivate the sense of neutrality in administration and in the enforcement of law as required in the development of democracy and in the establishment of government criteria.

4. Establish global vision: It is carried out by promoting international exchange in civil service training, absorbing training experiences of foreign nations, improving training techniques, raising the quality of training in order to cultivate the talents who have a global vision.

5. Enforce lifelong learning: The goal will be attained through the use of digital library and information technology along with the idea of knowledge management, and through the provision of on-line learning environment.
