Facing rapid knowledge development, sharp global competition
and comprehensive social changes, it is the only way to positively
build up a flexible, lively, innovative, high efficient and
high quality system, in order to reinforce civil servant training
so as to meet requirement for government restructuring and the
rigid challenges from all aspects as well as to purify the promotion
of government policies.
To keep in step with this trend and to follow through the policy
of integrating examination with training, the National Civil
Service Institute (NCSI) was established on July 26, 1999, under
the Organic Statute of National Civil Service Institute promulgated
by presidential decree on November 11, 1998. However, the Institute
had not held any fixed residence since its establishment. After
two movements, NCSI has finally moved to No. 574-576, Sec. 7,
Jhongsiao East Road, Taipei City, as its permanent site since
May 6, 2004.
The current site was fit up in two stages. The first one - Nangang
Building (approximately 3,000 pings, about 9,900 square meters)
was planned for office and living areas. To accommodate the
construction of the stage, it was temporarily fit up to be parking
lots (B1/B2), auditorium, classrooms, laboratory, Internet service
area (1F-2F); office areas (3F-6F); dormitory areas (7F-11F,
178 beds in total) and a dining room accommodated for 300 persons
in the meantime (12F).
The second stage will be fit up for a teaching area from a factory-office
building (approximately 4,000 pings, about 13,200 square meters).
Meanwhile, the design of the first stage shall be slightly adjusted
to accommodate the second one. Until its accomplishment, the
functions of the whole building will be clearly fixed so as
to display the new style and features of a national level training
institute with a capacity of 800 trainees in the meantime.
