Carry out the training plans and pursue good results
As an organization in charge of national civil service training,
NCSI engages in the following activities in accordance with
the Public Service Examination Law, the Public Service Appointment
Law, and the Public Service Training and Development Law: 1.
Train the civil servants newly passing the civil service examinations
in order to integrate training with recruitment:
NCSI provides, according to law, the basic training for those
who have passed the entry-level, senior and special civil
service examinations in order to equip them with the basic
concepts, good deportment, and proper service attitude. The
major subjects are “Current National prime policies
and developments” , ”Administrative management
knowledge and practices”, “Administrative ethics
and personal and group relationship”, “Behavior
of public service and related laws and regulations”,
and “Rights and duties of civil servants.” Each
training course lasts for 2-4 weeks. On average, 3,000 people
receive such training each year.
2. Conduct promotion training to integrate training
with employment:
To prepare the candidates for promotion with required skills,
NCSI provides training courses for street-level officials
moving toward medium rank, medium-rank officials moving toward
high rank, and low-rank police to be promoted to the rank
of officers, and communication officials seeking promotion.
Those who pass the training courses will be qualified for
a higher position. The major subjects include “National
prime policies and developments”, “Administrative
management knowledge and practices”, “Related
laws and regulations for public service”, and “Self-actualization.”
The training lasts for five weeks. On average, 7,000 people
are trained each year.
3. Refine management knowledge, conduct management
development training:
To increase management knowledge of present jobs and future
jobs of the management level, NSCI specially conducted management
development training courses combined with theories and practices
with simulation as a core. The courses are aimed at the promotions
for officials with medium ranks and a cycle for the fulfillment
of training and employment. It is based on the techniques
of “In-basket Exercises” of “Assessment
Center” and “Management Game” etc. With
the training goal for the set-up teamwork, these courses include
“National prime policies and vision of development”,
“Knowledge and practice of leadership and management”,
“Public relationship and communications and coordination”
and “Development of potential and self-actualization.”
The assessment of these courses are divided into two parts:
“Subject research and study” (both written and
oral reports) and “Written case study” (the analysis
of situation issues.) The train lasts for 4 weeks. 954 people
were trained in 2003 while 1,253 people were trained in 2004.
4. Hold administrative neutrality training to improve
party government:
To instill the concept of administrative neutrality in civil
servants for the healthy development of party government,
in addition to set up webpages of “Administrative Neutrality
Training Information Service” on the website of this
institute, NCSI also opens on-line E-learning courses for
the convenience of civil servants.
5. Cultivate world view and promote international
exchange of training :
To cultivate the world view and to enlarge international outlook
of civil servants, NCSI has held an international civil-service
training workshop and sent officials to foreign countries
to attend international workshops and conferences, such as
IFTDO and ARTDO.
6. Build up training resources and vigorously promote
librarian information:
NCSI has taken the advantage of information technology to
promote blended-learning ; such as, E-learning, D-learning,
and C-learning in its training programs. Besides, it has established
an Electronic Newsletter, selected “Book of the Month”
and its introductive reading, as well as “Comprehensive
composition of the assigned books for civil servants”
in order to create a comprehensive learning environment for
civil servants.
7. Use training resources effectively and accept commissioned
training:
To meet the need of various organizations, NCSI offers training
courses on their behalf. These courses include skill-development
training for newly appointed departmental chiefs, training
for chief personnel officers, training for incumbent chief
officials and high-ranking non-chief officials, and medium-rank
non-chief officials. The curriculum includes “Policy
planning and leadership knowledge”, “Legal knowledge
and practices”, “Administrative reform and practical
management”, “Knowledge-based economy and organizational
learning”, and “Communication, coordination, and
decision-making analysis.”
